Mr. Harper has extensive experience forming, advising and operating non-profit organizations as Chief General Counsel with the Las Vegas Police Protective Association and as outside counsel for the many entities delineated herein. He additionally, has done the same in the private sector in forming, advising and operating both private and publicly traded entities. He has formed over twenty public companies, in addition he has ample experience with securities filings.

Mr. Harper is a graduate of Ohio University in Athens, Ohio with a Bachelors of Business Administration degree and a double major in Business Pre-Law and General Business. He is also a graduate of the University of Cincinnati, College of Law with a Juris Doctor. Mr. Harper has a private law practice focusing primarily on corporate law, estate planning, labor/employment (public safety sector) and non-profit entities. In addition, he is the Manager of RD Heritage Group, LLC, which capitalizes on unique market opportunities in the medical, biotech, oil and gas, alternative energy, and high-end real estate markets to provide capital resources for those listed markets by associating with family offices, private equity, venture capital, hedge funds, pension funds, endowments, sovereign wealth funds and wealth advisors. Harper also runs a business formation and consulting company, Thunderhill Consulting Limited.

Mr. Harper has been working with governmental agencies since 1996. These interactions are varied, including but not limited to, arbitrations, labor management meetings, liaison, collective bargaining negotiations, speaking at council/commission meetings, coroner’s inquests, etc. He has testified at the Nevada State Legislature and been instrumental in drafting bills that affect law enforcement officers. He has practiced extensively in Clark County District Court, has represented clients in approximately fifty arbitrations, and has represented law enforcement officers in over 280 critical incidents.

Mr. Harper has volunteered his time as General Counsel for the Injured Police Officers Fund (“IPOF”) since 1996. The IPOF assists officers injured in the line of duty and families of officers killed in the line of duty. Mr. Harper advises the organization and engages in corporate governance and fundraising. Further, he is the Treasurer and a Director of Future Stars of America. This organization had a contract with Clark County to assess foster children, in addition to providing a ten week course teaching foster children practical day to day functions such as how to shake someone’s hand and look them in the eye, balance a check book, write a business letter, draft a resume, etc. He further formed and advised the Law Enforcement Assistance Fund which provided college assistance, birthday and holiday gifts to families of Las Vegas Police Protective Association Metro, Inc. members killed in the line of duty. Mr. Harper was also a founder of Shayley’s Skits For Smiles, which performed interactive skits for children being treated for catastrophic diseases.

Mr. Harper sits on the State Bar of Nevada, Fee Dispute Committee and conducts hearings for citizens alleging that they were overcharged by counsel.
